Who Needs 18 New States?

Proponents for the creation of additional states say it will correct some imbalances that existed in state creation and give marginalised ethnicities a sense of belonging. EDEGBE ODEMWINGIE queries the justification of the clamour in view of current realities that some existing states can barely sustain themselves. For the records, a majority of the states are highly indebted. Yobe had $31.8 million (N5.088 billion) in external debt as at June 2013, equivalent to 180 per cent of its internally generated revenue (IGR) for the whole of 2012. “Even if it takes my last breath, I want to pursue the creation of state. I will put in my last breath to ensure the creation of Apa State for my people,” the Senate president, David Mark stated recently. He is among several influential Nigerians that have fiercely advocated for the creation of more states. The recently concluded National Conference called for the creation of 18 more states to bring the total in Nigeria to 54. Apa, which is expected to be carved out of the present Benue State and made up of largely Idoma ethnicity, is one of the proposed states. Of course, opponents for the creation of more states say the existing ones can barely be sustained, so who needs 18 new states? The only viable states in the country as opined in some quarters, are the nine oil producing states and Lagos State. According to them, with only 10 out of the 36 states being viable, the remaining 26 states are regarded as parasites on the 10 viable states and the federal government. Proponents of the proposed new states boast of proven resources that will make them viable. But for now, those resources remain just potential. The present over-dependence on oil revenues, low internally generated revenue in most states, revenue sharing drawbacks and high recurrent expenditures are realities the country is presently trying to grapple with. Based on the present revenue sharing formula, the federal government gets 52.68 per cent; the states get 26.72 percent, while the 774 local governments get 20.60 percent. So, without contributing anything to the federation account, the states and 774 local governments receive 26.72 and 20.60 percent from the federation account respectively. A public affairs analyst, Victor Anya, says a combination of the revenue sharing drawbacks and high recurrent expenditures have left many states in a “vegetative” state. “All the states now engage in profligate yearly, leaving very little revenues for capital expenditure, which is the backbone of development. For instance, what is the relevance of private jets being acquired by governors for their states? Can we compare private jets with good roads, functional hospitals, quality education, adequate power supply, etc?” Anya posed. Last year, the National Bureau of Statistics (NBS) released data on the internally generated revenue profiles for Nigeria’s 36 states between 2010 and 2012. An analysis by BusinessDay on states’ IGR profile shows that southern Nigeria continued to show dominance in terms of economic activity. The oil producing states also featured prominently in the top ten in terms of states with the largest share of IGR. Northern Nigeria’s poor showing continued to be a concern. Eight of the least ten states in terms of IGR are from northern Nigeria, including Yobe and Borno which are mostly bearing the brunt of the current insurgency, while none featured in the top ten. Lagos State, Nigeria’s commercial capital, led the pack for IGR by a wide margin, while Yobe had the least for 2012. While Lagos is 7 times more populated than Yobe, its N219.2 billion IGR in 2012 is 123 times that of Yobe State’s IGR of N1.78 billion. Nigeria’s oil producing states ramped up their capacity for IGR, perhaps due to the increased economic activity that oil and gas production provided. Five of the top ten states with the highest IGR were oil producers, including Rivers, Delta, Edo, Akwa Ibom and Cross River. An analysis of the data to see the regional champions showed that for the south west region, Lagos led with N219.2 billion, south south: Rivers N66.2 billion, south east: Ebonyi N14 billion, north central: Benue N8.4 billion, north west: Kaduna N11.5 billion, and north east: Adamawa N4.6 billion. The regional analysis for state IGR showed that states like Kano, Anambra, Abia and Borno underperformed in their respective regions as their relatively high GDP and commercial nature failed to translate into tax revenues for the state governments. Only 3 states generated tax revenues of above N1,000 per head and these were Lagos (population, 20 million) with IGR per capita of N10, 851, Rivers (population,.6.1 million) with IGR per capita of N3,280 and Delta (population 4.8 million) : IGR per capita of N2,258. A majority of the states were also highly indebted. Yobe had $31.8 million (N5.088 billion) in external debt as at June 2013, equivalent to 180 percent of its IGR for the whole of 2012. For now, the 2014 National Conference has recommended the creation of additional 18 new states. They are: Apa from Benue, Edu from Niger, Kainji from Kebbi State, Katagum from Bauchi, Savannah from Borno, Amana from Adamawa, Gurara from Kaduna, Ghari from Kano, Ekiti from South East, Aba from Abia, Adada from Enugu, Njaba from Anambra and Imo, Oil River from Rivers State, Anioma for Delta State, Ogoja from Cross River State, Ijebu from Ogun State, Ose State from Edo, New Oyo State from the present Oyo State. Proposed States In Detail Edu State For the proposed Edu State, which is to be created out of the present Niger State, it will be made up of Agaie, Bida North, Edati, Agbakoba, Katcha, Lapai, Labun and Mokwa local governments. Apa State Apa State is proposed to be removed from the present Benue State and made up of Agatu, Apa, Otukpo, Oju, Obi, Ohimini, Okpokwu and of Badigbo local government areas. Kainji State If Kainji State is created, it will be from the present Kebbi and Niger states and it will be made up of Danko/Wasagu, Fakai, Zuru, Shanga, Sakaba, Nhaski, Yauri, Rijau, Mariga, Magama, Kontagora, Agwara, Borgo and Mashefu local governments. Katagun State For the proposed Katagun State, which is recommended to be created out of Bauchi State, it will be made up of Gamasa, Daman, Misau, Giade, Shira, Jama’re, Itas/Gadau, Zaki and Azare. Savanna State Savanna State, as recommended, will be from the present Borno State and it will be made up of Gwoza, Chibok, Askira/Uba, Biu, Hawul, Shani, Kwaya-Kusar, Bayo and Damboa local governments. Amana State Amana State is expected to be created from Adamawa State from Maiha, Mubi North, Mubi South, Hong, Michika and Madagali local government areas. Gurara State The conference also recommended that Gurara State be created out of Kaduna State, with Sanga, Jama’a, Jaba, Kargako, Kaura, Zango Kataf, Kachia, Kajuru, Chikun, Lere local governments as constituent parts. Ghari State If Ghari is created from Kano State, it will be made up of the following local governments:Bagwai, Bixhi, Dawakin Tofa, Dambatta, Gwarzo, Kabo, Kunchi, Makoda, Rimin Gado, Shanono, Tofa and Tsanyawa. Etiti State It will consist of Orumba North, Orumba South, Agwu, Animi, Oji River, Ivo, Afikpo North/South, Okigwe, Onuimo, Ehime Mbano, Umunneochi and Isiukwuato local government areas. Aba State The proposed Aba State will have its capital in Aba town, which is part of the present Abia State. It is expected to be made up of Isiala, Isiala Ngwa South, Obingwa, Aba South, Ugwunagbo, Aba North, Ukwa West, Ukwa East and Osisioma Ngwa local governments. Adada State Adada State, which is expected to be created from the present Enugu State, will have its capital in Nsukka. It will consist of Igbo-Etiti, Igbo-Eze North, Igbo-Eze South, Isibor-Uzochukwu, Nsukka, Udenu and Uzo-Uwani. Njaba/Anim State Njaba/Anim State is recommended to be created from Imo and Anambra states. Local governments expected to be under it are Orlu, Orau, Oru East, Oru West, Ohaji/Egbema, Ogut! Njaba, Isu, Nwangele, Mkwere, Ideato Nirth, Ideato South and Ihiala. New Oyo State Local governments that are expected to be part of New Oyo State from the present Oyo State are Irepo, Olorunsogo, Oorelope, Saki East, Saki West, Atisbo, Itesiwaju, Iwajowa, Kajola, Iseyin, Afijio, Oyo East, Atiba, Ogoja Oluwa, Surulere, Ogbomosho North, Ogbomosho South and Orire. Ijebu State The proposed Ijebu State from the present Ogun State will have its capital in Ijebu-Ode, and will be made up of the following local government areas: Ijebu-Ode, Ijebu-North East, Ogun Waterside, Odogbolu, Ijebu East, Shagamu, Ikenne and Remo North. Ogoja State Ogoja State, which is expected to be carved out of the present Cross River State, will have its capital in Ogoja. It will be made up of Bekwarra, Bokki, Etung, Ikom, Obanliku, Obubra, Obudu, Ogoja and Yala local government areas. Anioma State Anioma State is to be created from Delta State. It will also have its capital in Asaba if the proposal scales through. Local government areas expected to be under it are Aniocha North, Aniocha South, Ika North-East, Ika South, Ndokwa East, Ndokwa West, Oshimili North, Oshimili South and Ukwaani.

Boko Haram: ACF Knocks Jonathan

The North through its apex socio-political organisation, the Arewa Consultative Forum, (ACF), yesterday, September 11, criticised President Goodluck Jonathan, accusing him of being insensitive. Members of the organization who are not happy with the way President Jonathan’s administration is handling the Boko Haram insurgency in the Northeast in ‘an open letter to Mr. President on security situation in the North’, listed their grievances against the present administration, The Nation reports. In the letter which was signed by the ACF Chairman, Alhaji Ibrahim Coomassie, a former Inspector General of Police, and Secretary JIP Ubah, a retired colonel, the ACF described as worrisome Jonathan’s nonchalant attitude to the plight of northerners who have been at the receiving end of Boko Haram attacks. The organization is of the opinion that the crisis in the north is a ploy to punish them and neutralise its advantages and potentials by permanently destabilising the region. READ ALSO: Goodluck Jonathan Denies Traveling To Chad With Ali Modu Sheriff The letter reads in part: “We are left with no option but to strongly believe that a covert war is being waged against the North. “The spate of assassinations, murder, arson, destruction of lives and property of innocent citizens in the North East in particular and the entire North in general has continued unabated and assuming an unprecedented gravity and ferocity, it is looking more like an agenda being executed sequentially and successfully too.” They accused the government of failing to investigate and prosecute persons widely believed to be involved in the insurgency, even after the recent revelation by the Australian negotiator Mr. Steven Davis who fingered Alhaji Ali Modu Sheriff and Gen. Ihejirika as Boko Haram sponsors. They criticized the President who declared a National Emergency on Ebola Virus which has just claimed a few lives with a whooping N1.9bn, while there was a greater catastrophe of killings, maiming, abduction, rape and displacement of many Nigerians taking place daily in virtually all states of the North, and he has not deemed it fit to declare a National emergency. READ ALSO: APC Reveals How Jonathan, PDP Benefit From Boko Haram The ACF gave a 3-point way forward which are: •Jonathan should put a “halt to the brazen seizure of Nigerian territories and confront the insurgents decisively. •He should constitute a high powered team to investigate persistent allegations of complicity now echoed by Stephen Davis against Senator Ali Modu Sheriff, former Chief of Army Staff Gen. Azubuike Ihejirika and others ; and •Implement recommendations of three panels – the Sheikh Lemu, Gaji Galtimari and Tanimu Turaki – set up on the insurgency. President Jonathan has come under severe criticism of late from Nigerians on his actions and in action over the spate of terrorism in the country.

APC Will Give Ndigbo Chance To Produce Nigeria’s President – Oyegun, Sylva

The leadership of the All Progressive Congress, APC has said that the party will give the southeast region an opportunity to produce the country’s first president of Igbo extraction since the return to democracy. APC National chairman, Chief John Oyegun and former governor of Bayelsa State, Chief Timipreye Sylva made this known yesterday, during the official commissioning of the Imo State House in Abuja during which the party stalwarts said only the APC has given the south east opportunity to produce the president. Oyegun who applauded Imo State governor, Owelle Rochas Okorocha for he termed “his initiatives and achievements in the state”, noting that the APC is determined to rescue Nigeria from imminent collapse caused by the ruling party. During his remarks Okorocha who stated that Nigeria’s past glory which had been lost due to long years of misrule would be restored by the APC, called on Nigerians rally round the party to end reign of the ruling Peoples Democratic Party, PDP. The governor who lamented that previous governors of the state abandoned the Imo House project for 17 years, subjecting the state to paying huge sums as rental, said it took an APC government to complete the project. Okorocha said his administration became worried that Imo state was the only state without a Government House in the nation’s capital, said the shame of being a tenant in the FCT spurred him to address the accommodation problem faced by the staff of the liaison office. “Before, we were tenants in Abuja, what a shame! But today we are landlords. This project touches me because it tells the story of the rescue Mission in Imo State. This project has remained uncompleted for 17 years successive leadership in Imo did not see the need to complete it,” Okorocha said. Alarmist Report On Maiduguri Intended To Cause Panic – DHQ

The Defence Headquarters (DHQ) has said that alarmist report on foreign and online media on Maiduguri “clearly intended to cause panic in the city and the nation’’. A statement posted on the DHQ website on Thursday said that all facets of security arrangements for the defence of Maiduguri had been upgraded to handle any planned attack. The statement also said that the arrangements would take care of attempt to disrupt the city’s prevailing peace. “This kind of alarmist report is uncalled for in view of the efforts and alertness. “Citizens are nevertheless enjoined to remain vigilant as they go about their lawful businesses.” It said that the situations in Mubi, Michika, Bazza, Gulak, Gwoza, Bama, Gamboru Ngala and other parts of the North East had been stabilised as highly-coordinated air and land operations were ongoing. “The efforts are yielding impressive results in the overall move to rid the areas of terrorists’ activities”, it added. Boko Haram Captures Bara Towns In Yobe ang Banki in Borno

Boko Haram terrorists have stormed an unguarded Bara town in Yobe and Banki town in Borno states without firing a shot; they seized and controlled the territory. Residents of the seized Banki town told the Hausa service of the British Broadcasting Corporation (BBC) that no one was harmed in the takeover but everybody fled the troubled areas to Maiduguri and the neighbouring Cameroon. Confirming the incident to the BBC, a trader who escaped Bara, in Yobe State, Musa Abdullahi, said, “They (Boko Haram) invaded the town preaching in the whole town, asking people to leave government work and join them to fight for the sake of Allah. “People were afraid, but they said that they did not come to kill anybody but to preach.” Boko Haram’s attacks appear to have shifted in recent weeks away from simply creating mayhem to taking ground and holding it. Traditional rulers in the captured towns, according to the agency, have now fled to Maiduguri, Borno State capital, despite denials by the government of Borno State and local vigilante groups that Bama remained under government control. According to spokesman of the youth vigilante group in Borno State, Jibrin Gunda, “Bama has never been overrun or overtaken by the insurgents even for a minute.” Among the towns captured by the Boko Haram are Marte, Gamboru Ngala, Dikwa, Bama, Gwoza, Damboa and Banki towns in Borno State and recently Buni Yadi and Bara towns in Yobe State. Last month, the insurgents captured the remote farming town of Gwoza, along the Cameroon border. During the heavy fight, the group’s leader, Abubakar Shekau, declared in a video that the town was now “Islamic territory”. Controlling Bama would bring the rebels closer to the Borno State capital, which is 70 km to the northwest, the birthplace of the Boko Haram movement. Fears that Maiduguri could be the next target led the government to extend a curfew in place there to 7pm to 6am; it used to start at 10pm. A new report by the United Nations Refugee Agency (UNHCR) said 39,000 people have fled fighting in northeast Nigeria in the past 10 days over the border to Cameroon, adding that more than 700,000 people have been displaced externally and internally by the conflict.... DEADLY PUNCH: Bus Conductor Removes Driver’s Teeth

A mini-bus driver got what he did not bargain for when he fought his conductor in Mushin area of Lagos State. The quarrel which degenerated into a fight around 7am began when the driver identified as Mufutau challenged his conductor, Adegoke over missing money. Adegoke was said to have sworn that he did not hide any money but Mufutau insisted that he hid up to N500. Mufutau allegedly collected the remaining money from the conductor, telling him not to work with him again. LEADERSHIP investigation revealed that when the conductor demanded for his pay off for the day, the driver told him to use the over N500 he stole from him as his remuneration. Angered by the driver’s comment, the conductor told him that he (driver) would not work until he pays him his money. Eye-witness said the driver suddenly alighted from the vehicle and slapped the conductor. The eye-witness simply identified as Kunle, disclosed that the conductor threw caution to the wind and rained punches on the driver. After they were separated by some members of the public, the driver found out that four of his teeth were missing while another two were shaking.

I begged God for forgiveness after i sang Ukwu- Timaya

Timaya, the ‘Ukwu’ crooner has stated that everything he does when it comes to music is entirely to get himself a living and nothing more. The outspoken singer said he tries his best to give his fans the kind of music they want to listen to and watch, adding that his desire to do something his fans want is the reason his songs were banned on television and radio stations. He claims that his plan was never to do secular music for a long time because of his upbringing at the Living Gospel Mission as a chorister but he changed to the person he is right now because of what people want. Obama Undaunted By ISIS Second Beheading Of American Journalist. Vows Reprisal.




President Barack Obama vows today that the US would not be frightened by the beheading of a second American journalist but acknowledged the fight against the jihadists would take time.
President Obama vowed that justice would be done to the Islamic State (ISIS) killers of 31-year-old reporter Steven Sotloff, wherever they hid and however long it took. But he warned that eliminating the threat posed to the region by the group from its bases in Iraq and Syria would take time.
The sect posted video footage on the Internet of Sotloff’s beheading, confirmed as authentic by Washington, which sparked outrage around the world.
It said the reporter’s killing, which comes on the heels of the beheading last month of another US journalist, James Foley, was in retaliation for expanded US air strikes against its fighters in Iraq over the past week.
It warned a British hostage would be next unless London backs off from its support for Washington’s air campaign. Obama noted that the whole world had been spurned by the barbarism of Sotloff’s murder but “we will not be intimidated”.
“Those who make the mistake of harming Americans will learn that we will not forget and that our reach is long and that justice will be served,” he said.
Obama also hinted that Washington was determined to halt the ISIS threat to the region but warned it would depend on close cooperation with partners in the region.
He has previously admitted that his administration has yet to develop a comprehensive strategy for tackling ISIS on both sides of the Iraq-Syria border.
Washington has ruled out any air strikes for now against ISIS fighters on the Syrian side, where they hold a large swathe of the east.
Obama has also dismissed any cooperation with the Damascus regime against ISIS, for fear that it would drive other Sunni rebel groups in Syria into alliance with the jihadists.
David Cameron said the video depicted an “absolutely disgusting, despicable act” and convened a meeting of security chiefs to discuss how to tackle the IS threat.
The masked executioner in the video spoke with a London accent and claimed to be the same man, confirmed by UK security services as a Briton, who beheaded Foley.
“I’m back, Obama, and I’m back because of your arrogant foreign policy towards the Islamic State,” the black-clad jihadist says, wielding a combat knife.
“So just as your missiles continue to strike the necks of our people, our knife will continue to strike the necks of your people,” he declares, before reaching round to cut his captive’s throat.
The militant condemns US air strikes against ISIS fighters around both Mosul Dam in the north and the Shiite Turkmen town of Amerli further south, which dates the video to the past week.
At the end of the five-minute video recording, the militant threatens another captive, identified as Briton David Cawthorne Haines.
“We take this opportunity to warn those governments that enter this evil alliance of America against the Islamic State to back off and leave our people alone,” he says.
Britain has maintained a media silence about the kidnapping of aid worker Cawthorne Haines and there were few immediate details about when or how he was abducted.
Although, Britain has not carried out any air strikes of its own against jihadist targets in Iraq but it has made extensive reconnaissance flights in support of the US air campaign from its base in Cyprus.
In a statement, the Sotloff family, who live in Miami, said: “The family knows of this horrific tragedy and is grieving privately. There will be no public comment from the family during this difficult time.”
After Foley’s death, Sotloff’s mother Shirley had addressed a video message to ISIS leader Abu Bakr al-Baghdadi pleading for her son’s life, and insisting he had no influence on US policy.
Sotloff’s former managers at Time and Foreign Policy paid tribute to a man widely respected for his intrepid reporting in Syria and the wider region, including a previous stint in Libya.
UN Secretary General Ban Ki-moon said the world was outraged at the apparent beheading.
“I strongly condemn all such despicable crimes and I refuse to accept that whole communities can be threatened by atrocities because of who they are or what they believe,” Ban said.
Hours after the posting of the video, the White House announced that Obama had authorised about 350 more US troops to beef up security at US diplomatic facilities and protect personnel in Baghdad.
Washington initially limited the air support it launched on August 8 to Iraqi Kurdish forces fighting the jihadists in the north.
But late last week it expanded it to Iraqi troops and Shiite militia battling to relieve trapped civilians in Amerli, helping them to break the months-long ISIS siege on Sunday.

Keshi Replaces Enyeama With Obiazor




Super Eagles coach Stephen Keshi yesterday surprised football followers and handed El-Kanemi goalkeeper David Obiazor a chance in the national team as replacement for Vincent Enyeama. Keshi said it was based on the keeper’s good performance in the Nigerian league. The move came as the camp of the Eagles in Calabar has swollen to 17 out of the 23 players invited in readiness for the crunch tie on Saturday against Congo. By late evening the team had a full house at the training session to the delight of the technical crew. But only nine players trained in the morning training session. It was all laughter when Chelsea star, Mikel Obi appeared with hand gloves for fear of the Ebola virus.
Ahmed Musa, Ogenyi Onazi, Efe Ambrose, Kenneth Omeruo, Juwon Oshaniwa, Sone Aluko, John Mikel Obi and stand in captain Austin Ejide arrived on time to have lunch with the rest of the team while Stephen Keshi opted for David Obiazor of El-Kanemi as replacement for first choice keeper Vincent Enyeama.
Having the fear of Ebola in mind, Mikel who hit camp with hand gloves asked Coach Keshi if he needed some. “Coach I have up to four hand gloves and if you don’t mind, I can hand one pair to you”, he said jokingly with the rest of the team reeling with laughter. According to the team’s media officer, Ben Alaiya, the spirit in camp is very excellent especially with the arrival of the superstars. Speaking with optimism, Keshi said he expects the best from the players on Saturday in the game against Congo.
